To hire a foreign domestic helper (FDH), you must satisfy three primary legal pillars:
You must be a holder of a Hong Kong Identity Card (HKID). This means individuals in Hong Kong on tourist visas are ineligible. If you are currently relocating to Hong Kong, you can begin the direct hire process and sign the Standard Employment Contract ahead of your arrival, but the visa will only be activated once your residency is established.
The Immigration Department requires proof that you can financially support a helper for the full two-year contract.
Income Requirement: As of 2026, you must have a household income of no less than HK$15,000 per month for every helper you employ.
Asset Alternative: If you do not meet the monthly income requirement, you may provide proof of comparable assets (such as bank savings) sufficient to cover the helper’s salary and expenses for the entire contract period.
Your record as an employer must be clean. The government will reject applications from employers who have been blacklisted due to:
Previous labor law violations (e.g., underpaying wages or denying rest days).
History of physical or verbal abuse.
Illegal “living-out” arrangements.

Single Site of Work: The helper can only work and reside at the contractual address listed. You cannot legally ask your helper to work at your office, your shop, or a relative’s home.
Specific Duties: While they can perform domestic duties like cooking, cleaning, and car washing for the immediate household, they cannot be deployed for commercial work.
Suitable Accommodation: You must provide free, suitable accommodation with reasonable privacy.
Prohibited: Sleeping in kitchens, toilets, or corridors.
Privacy: Helpers cannot share a room with an adult or adolescent of the opposite gender.
Essentials: You must provide a bed, blankets, pillows, a wardrobe, and access to water, light, and toilet facilities.
Beyond the legalities, being a “good employer” in 2026 involves cultural sensitivity and patience.
The Adjustment Period: Many helpers come from rural areas where modern appliances (like steam ovens or high-tech vacuums) are unfamiliar. Plan to spend the first few weeks training with patience.
