Typhoon Safety Guidelines For Domestic Workers In Hong Kong

When the Hong Kong Observatory hoists a Typhoon Signal No. 8 (T8) or issues a Black Rainstorm Warning, the city enters “Extreme Conditions” mode. For households with a domestic helper, it is vital to know the legal and safety boundaries to protect your family and remain compliant with the law.

Can I ask my domestic helper to work during Typhoon Signal No. 8?

  • Outdoors: Strictly Prohibited. Under Hong Kong labor law, you must not request your helper to work outdoors during T8. This includes dog walking, marketing, or cleaning external windows.

  • Indoors: Yes. Since helpers live at their place of work, they can perform indoor duties. However, safety should be the priority—suspend heavy chores and ensure they stay away from windows.

2. What if a T8 signal is hoisted on my helper’s rest day?

The rules for a Black Rainstorm are identical to T8. Because of the high risk of flash flooding and landslides:

  • Your helper must remain indoors.

  • All outdoor errands must be cancelled immediately.

  • Ensure they stay away from low-lying areas or windows prone to leaking.

4. Am I liable if my helper gets injured during a typhoon?

Yes. Under the Employees’ Compensation Ordinance, employers are responsible for the medical expenses of their domestic helper for any injury sustained during the course of employment.

  • Important: Check that your domestic helper insurance specifically covers accidents during T8 or Black Rainstorm warnings to avoid massive out-of-pocket costs.

5. How should my helper prepare the home for a T8 signal?

Instruct your helper to take these immediate actions when the Pre-No. 8 announcement is made:

  • Secure the Balcony: Move all plants and loose items indoors immediately.

  • Window Safety: Close all windows and stay away from them. Close curtains to contain potential glass shards.

  • Emergency Kit: Locate flashlights and ensure mobile phones and power banks are fully charged.

6. Can I fine my helper for refusing to go out in a storm?

No. It is illegal to penalize or deduct salary from a helper who refuses to work in conditions that are deemed hazardous by the Hong Kong Labour Department. Prioritizing safety is a legal right for all workers in Hong Kong.
