In a city of high-rise apartments like Hong Kong, window cleaning is one of the most high-risk tasks a domestic helper can perform. Following a series of tragic accidents, the Hong Kong government introduced strict safety clauses in the Standard Employment Contract to protect workers and employers alike.
Under Hong Kong labor law, all contracts signed on or after January 1, 2017, include a mandatory “window cleaning” clause. This clause states that when a helper cleans the exterior of a window that is not at ground level or adjacent to a safe balcony/corridor, the following conditions must be met:
Fixed Grilles: The window must be fitted with a grille that is locked or secured in a manner that prevents it from being opened.
Safety Extension: No part of the helper’s body should extend beyond the window ledge except for their arms.
Important: If your home does not have fixed window grilles, your domestic helper is legally entitled to refuse to clean the outside of the windows.
Beyond the legal requirements, employers should implement these best practices to ensure occupational safety:
Use the Right Tools: Provide long-handled magnetic window cleaners or telescopic squeegees. These tools allow the helper to clean the exterior from the safety of the interior.
Never Step Up: Instruct your helper never to stand on chairs, ladders, or buckets near an open window. One slip can be fatal in a high-rise environment.
Supervision and Training: On the first few occasions, supervise the window cleaning process to ensure your helper understands how to use safety tools and where the “no-go” zones are.
Weather Awareness: Avoid window cleaning during high winds or rain, as slippery surfaces increase the risk of accidents significantly.
If your windows do not have grilles or are particularly difficult to reach, we strongly recommend hiring professional window cleaning services.
Insurance Risks: Most domestic helper insurance policies may not cover injuries sustained if the helper was directed to work in a way that violates the Standard Employment Contract.
Peace of Mind: Professional cleaners have the specialized equipment (like safety harnesses and industrial-grade magnetic tools) to handle high-rise exteriors safely.
Clear communication is key to preventing accidents.
The “Safety First” Rule: Make it clear to your helper that their safety is more important than a streak-free window.
Standard Operating Procedure (SOP): Add a “Window Cleaning” section to your household handbook that explicitly states: “Exterior cleaning is only permitted for windows with fixed, locked grilles using the provided long-handled tools.”

As an employer, you are legally responsible for providing a safe working environment. If a window is located at a significant height and does not meet the safety requirements (e.g., it lacks grilles), the best practice is to hire professional cleaning services.
Insurance Compliance: Most insurance policies for domestic helpers require adherence to the government’s safety clauses. Ignoring these could void your coverage in the event of an accident.
Respectful Relationship: Prioritizing your helper’s safety during window cleaning promotes a culture of care and mutual respect in your home.
