What is OEC?
The Overseas Employment Certificate (OEC) is an exit clearance issued by the Philippines’ Department of Migrant Workers (DMW) to all Overseas Filipino Workers (OFWs).
For Filipino domestic helpers employed in Hong Kong, the OEC confirms that:

Without an OEC—or a valid OEC exemption—a domestic helper will not be allowed to depart the Philippines for employment.
How Long Is an OEC Valid?
An OEC is valid for:

A Filipino domestic worker needs an OEC if she is:

How Domestic Helpers Apply for an OEC

If the helper has a new employer or updated employment details, she must apply for a regular OEC.
